Former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral surveyed the ravine in Tuba, Benguet, which may indicate the "seriousness of the intent" to jump to her death, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla said on Sunday.
