The Independent Commission for Infrastructure on Wednesday recommended to the Ombudsman the filing of plunder, bribery, and corruption complaints against Senators Joel Villanueva and Jinggoy Estrada, former Representatives Zaldy Co and Mitch Cajayon, and Commission on Audit (COA) Commissioner Mario Lipana, among others.
