Senate President Pro Tempore Panfilo Lacson on Saturday alleged that kickbacks in Department of Public Works and Highways (DPWH) infrastructure projects in Taguig reached as much as 33% per project, claiming the scheme forced contractors to deliver substandard or even "ghost" projects.
