Sixty-seven strong individuals graduated at the Water Search and Rescue Training and Rubber Boat Operation and Maintenance Training with Basic Life Support conducted by the Provincial Government of Ilocos Sur headed by Governor Jeremias Jerry Singson through the PDRRMO Ilocos Sur headed by Mr. Rhon Ablog Arquelada together with the Philippine Coast Guard.

This year's WASAR graduates was dubbed as Batch "SALAKNIB" (Salakay Kahit Mapanganib) 2023 which composed of delegates from the PDRRMO Ilocos Sur, DRRM of Sinait, Sta Lucia, Tagudin, Vigan City, Santiago, Gregorio Del Pilar, and San Ildefonso. Also, delegates from the Bureau of Fire Protection, Philippine National Police and Bureau of Jail Management and Penology participated and completed the said training.
